Dear All,

The Area of Interest 2 (AoI2), Resilient Digital Civilisation, is within the NIS PPP, with a terms of reference to ensure that digital institutions are as trusted in their digital forms as they are in physical form. In a way, this is the ‘supply side’ as Organisations operate under a whole series of obligations – regulation, contracts, societal norms, and to manage risks, ensure security, and handle information securely and respecting fundamental rights of the customers/citizens.

At the AoI2 session held on 29th April, 2014, the meeting focused on the approach to take in contributing materials.
The main purpose of the AoI 2 is to ensure that the collective recipients/communities are protected when the stakeholder Institutions (public, business, civil) adopt new technologies to deliver new services in 2025.

The approach the group decided to follow for data gathering was the following:
1. List new technologies and applications envisaged for 2025, which will lead to new threats;
2. Forecast the 2025 threat landscape where the new threats lead to risks for sectors and users for these technologies;
3. Identify risks for sectors, stakeholders, users, and linkages to economic or societal potential damage;
4. We can then determine the new ways to address these threats via technologies, policies, approaches, systemic, value chain, etc. etc.

With the above in mind, we have created a survey specifically for the AoI#2 Resilient Digital Civilisation working group. However, we would welcome inputs from other participants also.

In this short survey, the members of the group are asked to identify three inter-related elements:
1. By 2025, what new and emerging ICT technologies, applications, enablers and radical uses will be in widespread use by businesses, public sector, and civil society institutions in 2025;
2. for all items identified in 1, what are the new threats to the systems and infrastructures on which institutions rely upon?;
3. for all items identified in 1, what are the new risks and impacts for the institutions and citizens of society?
