Goal 1 - Staff will skillfully implement the State Standards and use highly effective instructional strategies, curriculum, and assessment practices aligned with the Smarter Balanced Assessment Consortium (SBAC). Students will experience high quality instructional programs.

Actions.

1.a. Expansion of Teacher Leader/Trainer of Trainers model in Literacy, Math and ELD.

1.b. Creation of 21st Century Coaches-Teacher on Special Assignment (TSA) positions to support implementation.

1.c. Continuation of district wide grade level and middle school department collaboration schedule and structure.

1.d. Grade level PLCs will develop common lessons, units and SBAC aligned assessment criteria aligned with the Common Core

1.e. Professional development focused on use of assessments, using data to set student achievement targets and monitor student growth

1.f. Implementation of bell to bell instruction

1.g. Implementation of iTeams/STEM Professional Development and integrated curriculum.

1.h. Targeted professional development in balanced literacy for elementary schools that serve English Learners and/or Low Income Students.

Goal 2 - Develop a district-wide highly effective, comprehensive and integrated English Language Development (ELD) system.

Actions.

2.a. Develop and staff new position- Director of English Language Development

2.b. Assess current ELD systems and practices.

2.c. Develop a revised English Learner Master Plan that clearly identifies programs, services and pathways for all ELs including Newcomers and Long Term English Learners. The plan will include revamped reclassification criteria and services, progress monitoring systems and practices.

2.d. Professional Development for all teachers on new ELD standards and appropriate instructional strategies.

2.e. Support and develop pathways for native language literacy.

Goal 3 - Develop highly effective district-wide intervention and support services and programs that allow students to participate in electives and enrichment activities.

3.a. Implement new SIS system and use train-the-trainer model with representatives from all sites.

3.b. Develop and staff new position-Coordinator of Afterschool and Extended Learning.

3.c. Develop district-wide data tracking/analysis and intervention plan including refining early warning system.

3.d. Refine/expand district RTI model.

3.e. Increase communication with parents of struggling students in their primary language.

3.f. Ensure resources to support for Marin County School Volunteers and other organizations that provide tutoring services.

Goal 4 - Attract, support and retain the most effective teachers, support staff, and administrative staff.

4.a. On-site coaching and district wide PD and grade level collaboration meetings to support professional growth.

4.b. Revise district competitive compensation package.

4.c. Develop a process to use exit interview strategies to gather data around teacher, support staff and administrative recruitment and retention.

4.d. Develop a clearly articulated shared understanding of highly effective classroom practices, school environments, and professional learning communities that drives both district and site professional development plans.

Goal 5 - Provide all students with high quality Common Core, new ELD Standards, aligned instructional materials and assessments.

6.a Continue role and stipend for Site Technology Integration Coaches.

6.b. All teachers receive training on new Student Information System (SIS)

6.c. Migrate district, school and classroom websites.

6.d. Pilot Teacher Technology Toolkits by technology advisory committee.

6.e. Purchase 50% of the Chrome Books needed to ensure one cart per grade level at all K-5 sites and 1.5 carts per grade level at Davidson.

6.f. Research, vet and adopt/develop technology and digital citizenship curriculum/scope and sequence.

7.a. Increase nurse staffing by .5 FTE.

7.b. Maintain current levels of K-5 counselor staffing.

7.c. Continue implementation of Positive Behavioral Interventions and Supports.

7.d. All sites will have teacher representatives participate in cultural competency professional development.

8.a. All elementary sites will have sufficient, consistent, quality bilingual Community Liaisons and bilingual office support.

8.b. Ensure that all sites are using uniform, valid and reliable survey tools to gather data from families.

8.c. Develop and staff a new position- Community Engagement Coordinator.

Goal 9 - Provide all schools with adequate classroom spaces, technology infrastructure, common areas, lunch and athletic facilities (playground) that support engaging 21st century learning experiences for all students.
