Goal 1 - Staff will skillfully implement the State Standards and use highly effective instructional strategies, curriculum, and assessment practices aligned with the Smarter Balanced Assessment Consortium (SBAC). Students will experience high quality instructional programs.
Actions.
1.a. Expansion of Teacher Leader/Trainer of Trainers model in Literacy, Math and ELD. 1.b. Creation of 21st Century Coaches-Teacher on Special Assignment (TSA) positions to support implementation. 1.c. Continuation of cross school collaboration schedule and structure. 1.d. Continuation of site specific teacher collaboration. 1.e. Professional development to support implementation of State Standards (Common Core, new ELD Standards, Next Generation Science Standards) 1.f. Professional Development focused on use of assessment and using data to monitor student growth. 1.g. Implementation of bell to bell instruction. 1.h. Redesign position, Director of Secondary Instruction, to focus on serving key sub-groups (ELs, low-income students, Special Education students)

Goal 2 - All students have access to a broad range of courses and pathways that support college and career readiness including: AP, CTE, Seal of Bi-literacy, and electives.
Actions.
2.a. Conduct an inventory and analysis of student participation and completion rates of honors/APs, A-G courses, CTE, and electives. 2.b. Evaluate current CTE programs and explore expansion of CTE pathways. 2.c. Develop a district plan to increase student access to broad course of study (AP/Honors, electives, CTE). 2.d. Expand AVID. 2.e. Prepare for the 2015/16 acceleration of junior year math courses with teacher collaboration time to develop curriculum.

Goal 3 - Develop a district-wide highly effective, comprehensive and integrated English Language Development (ELD) system..
Actions.
3.a. Develop and staff new position- Director of ELD. 3.b. Assess current ELD systems and practices. 3.c. Develop a revised English Learner Master Plan that clearly identifies programs, services and pathways for all ELs including Newcomers and Long Term English Learners. The plan will include revamped reclassification criteria and services, progress monitoring systems and practices.
3.d. 0.2 FTE site EL coordinators to implement program improvements and implement an effective R-FEP monitoring program that focuses on supporting students to meet A-G requirements and success in AP courses (Fully utilize electronic tools.) 3.e. Professional Development for all teachers on new ELD standards and subsequent instructional strategies. . 3.f. Support and develop pathways for native language literacy.

Goal 4 - Develop highly effective district-wide intervention and support services and programs that allow students to participate in electives and enrichment activities.
Actions.
4.a. Implement new SIS system and use train-the-trainer model with representatives from all sites. 4.b. Develop and staff new position-Coordinator of Afterschool and Extended Learning. 4.c. Develop district-wide data tracking/analysis and intervention plan including refining early warning system. 4.d. Refine/expand district RTI model. 4.e. Increase communication with parents of struggling students in their primary language. 4.f. 0.2 FTE for algebra support coordination for all students.
4.g. Expand AVID
4.h. Redesigned summer credit recovery and intervention program.
4.i. 0.2 FTE to oversee the credit recovery during the school year.

Goal 5 - Attract, support and retain the most effective teachers, support staff, and administrative staff.
Actions.
5.a. On-site coaching and district wide PD and grade level collaboration meetings to support professional growth.
5.b. Revise district competitive compensation package.
5.c. Develop a process to use exit interview strategies to gather data around recruitment and retention of all staff.
5.d. Develop a clearly articulated shared understanding of highly effective classroom practices, school environments, and professional learning communities that drives both district and site professional development plans.

Goal 6 - Provide all students with high quality Common Core and new ELD Standards aligned instructional materials and assessments.
Actions.
6.a. Create curriculum committees with appropriate stakeholders. 6.b. Pilot appropriate CCSS/ELD curriculum/programs. 6.c. Continued development and/or purchase of appropriate bridge materials (CCSS/ELD). 6.d. Develop a district-wide comprehensive assessment system that includes systemic use of formative assessment.
6.e. Refine Math CCSS aligned common summative assessments including performance tasks. 6.f. Expand CCSS aligned common writing assessments. 6.g. Pilot SBAC interim assessments. 6.h. Train and support teachers in use/development of new materials and assessments.

Goal 7 - Integrate technology and 21st century tools into all classrooms to support college and career readiness.
Actions.
7.a Continue role and stipend for Site Technology Integration Coaches.
7.b. All teachers receive training on new Student Information System. 7.c. Migrate district, school and classroom websites.
7.d. Pilot Teacher Technology Toolkits by Tech advisory committee.
7.e. Purchase hardware devices to maintain or improve student deice ratio.
7.f. Research, vet and adopt/develop technology and digital citizenship.

Goal 8 - Create school communities that are culturally responsive, safe, supportive and highly engaging for all students.
Actions.
8.a. Increase nurse staffing by .5 FTE. 8.b. Maintain current levels of 9-12 counselor staffing. 8.c. Continue implementation of Positive Behavioral Interventions and Supports. 8.d. All sites will have teachers representatives participate in cultural competency professional development.
8.e. Engage students and staff in assessing and designing engaging services (focus groups, survey, etc.)
8.f. Coordinate counseling interns.
8.g. Expansion of suicide prevention education.

Goal 9 - Create a college and career readiness culture and provide all students with increased high quality college and career readiness support services.
Actions.
9.a. Increase hours of operation of college/career centers to provide daily access; advertise hours open and monitor attendees; increase training support for counselors focused on college and career readiness; increase amount of face to face meetings for counselors w/students and parents.
9.b. Increase outreach to parent participation in college readiness events
9.c. Provide wide, bilingual and diverse communication strategies
9.d. Explore co-enrollment in community college

Goal 10 - Increase the involvement of parents, guardians and community members particularly under-represented and high-needs populations.
Actions.
10.a. All high school sites will have sufficient, consistent, quality bilingual Community Liaisons and bilingual office support. 10.b. Ensure that all sites are using uniform, valid and reliable survey tools to gather data from families 10.c. Develop and staff a new position- Community Engagement Coordinator.

Goal 11 - Provide all schools with adequate classroom spaces, technology infrastructure, common areas, lunch and athletic facilities (playground) that support engaging 21st century learning experiences for all students.
Actions.
11.a. Complete master facilities plan and cost estimates
11.b. Conduct technology infrastructure/needs assessment and develop a three year plan to improve and upgrade technology infrastructure.
