Q8 Both of the schools in the Royalton Public School District were built more than 40 years ago. Both buildings need to be renovated and expanded if they are to continue to serve the community.
To raise the funds needed to address those needs, the District is considering asking voters to approve a bond referendum next winter. It would increase local property taxes in order to raise the funds needed to renovate and expand the District’s schools. Would you favor or oppose such a proposal? |

| In the following you will be presented with some statements about the school bond referendum the District is considering. For each, answer by indicating whether the information in each statement would make you more likely or less likely to vote for such a proposal. |

| 9. Funds will be used to address deferred maintenance projects like the replacement of aging roofs, improvements of classroom ventilation and air quality and upgrading of lighting systems at each of the District’s schools. |

| 10. Funds will be used to remove asbestos flooring and ceiling materials at each of the District’s schools. |

| 11. Funds will be used to improve security and the safety of students, teachers and staff. |

| 12. The cafeterias at each of the District’s schools are undersized and cannot adequately serve the needs of the current student population. Funds will be used to expand the size of the cafeteria at each of the District’s schools. |

| The next four questions concerns the cost of the school bond referendum the District is considering. Each question presents you with an annual cost for a home with a market value of $140,000 - the average value of a home in the district. These costs will be presented in a random order. For each, does knowing the cost make you favor or oppose the District's proposal? |

29. The District has two options as it considers ways to renovate the Elementary School. It could spend bond funds renovating the existing Elementary School on the same site which has limited space to expand and limited field and playground space. The alternative is to build a new elementary school on a different site where it will be possible to expand and to increase the field and playground space available at the school.
Without considering the cost of either option, please tell me which you would prefer the District pursue. |

30. The District also has two funding options.
It could issue a large bond right now and address all of its facility needs within the next 2 to 3 years. The alternative would be to issue a smaller bond now and address part of its needs. Once that bond was paid off in 20 years, the District could issue another small bond to complete the work. Issuing a larger bond now will result in a larger immediate tax increase than doing the work in two phases. Given the impact of inflation, waiting 20 years to complete these projects will increase the cost of getting the work done. Would you prefer the district complete the work in a two-step phased in approach or complete everything at one time over the next two years? |
