29. The District has two options as it considers ways to renovate the Elementary School. It could spend bond funds renovating the existing Elementary School on the same site which has limited space to expand and limited field and playground space. The alternative is to build a new elementary school on a different site where it will be possible to expand and to increase the field and playground space available at the school.

30. The District also has two funding options.

It could issue a large bond right now and address all of its facility needs within the next 2 to 3 years. The alternative would be to issue a smaller bond now and address part of its needs. Once that bond was paid off in 20 years, the District could issue another small bond to complete the work. Issuing a larger bond now will result in a larger immediate tax increase than doing the work in two phases. Given the impact of inflation, waiting 20 years to complete these projects will increase the cost of getting the work done.
