Motion 1: Non-pay Benefits
This conference is concerned about the erosion of non-pay benefits within the Forestry Commission. At this time of cut-backs, they are an obvious target. However, the scale on which they operate financially is tiny. The non-pay benefit system was introduced to demonstrate that the workforce was valued. Any cut backs on these benefits would clarify the sincerity of that sentiment. BEC is instructed to oppose cut backs of the non-pay benefits during negotiations.

Motion 2: Communication re: spending cuts
BEC is instructed to inform management that the continued delay in communicating the effects of cuts in public expenditure is having a deleterious effect on morale. There have also been reports that members of FR FREB have been indicating possible options to visiting groups at Alice Holt before they have been communicated to staff.

Motion 3: Pensions
This conference acknowledges the efforts made by Prospect in fighting changes in terms of service for civil servants largely being imposed by the Government. We know that Pensions will soon be high on the agenda. The conference instructs BEC to inform Prospect negotiators that they must vigorously defend current provisions and to attain the best possible outcome for its members, and that the union must not surrender accrued provision by serving members.

Motion 4: Protecting SalariesThe Civil Service Compensation Scheme now includes a minimum salary value for the purposes of any severance payment which, combined with the cap on the total value makes the offer more attractive to staff in lower pay bands. This, combined with the freeze on recruitment, has the potential to result in a loss of lower pay bands from essential work areas, ultimately leading to necessary tasks being undertaken by staff in higher pay bands. This conference urges Prospect to negotiate appropriate procedures to protect staff grades and salaries where such situations arise.

Motion 5: Protecting Englands Forests
Members strongly oppose the coalition government's plans to sell-off significant areas of state forestry in England, whilst they are protected in Scotland and Wales. The coalition government has no mandate to sell-off national assets in this way. This conference instructs Prospect to oppose this biased targeting of the English State Forests using all possible actions.

Motion 6: Promotions
Members strongly oppose the imposition of biennial Promotions Boards for staff in Forest Research. Biennial boards are not acceptable to members under any terms and feel that this will result in even fewer promotions, continued detriment to staff moral and their perceived professional value and discriminates against scientists when compared other staff who have the ability to be JEGS.

The FCTU FR put a paper forward at the May 2010 FR Staff Council detailing proposed changes that members would like to see in regard to assessing staff and their suitability for promotions as was formulated from all member meeting held in both NRS and Alice Holt. It was also tabled at this meeting that management would have to consider affordability if they felt the need and come back to the negotiation table with these ideas for discussion. It was agreed that extra meetings would be held to formally negotiate the procedures.

It is totally unacceptable that management, having offered a full and frank negotiation, are now deciding on and changing vital elements of the procedures without formal negotiation and this leaves FCTU FR and the FR staff members in the continuing position of being in dispute over the Promotion Boards and their procedures.

This conference instructs BEC to make the strongest representation to senior managers in FR to convey the disgust at the lack of commitment by certain senior staff members to a full and frank negotiation and to reopen a full negotiation process.

Motion 7: People Support
This conference recognises the invaluable guidance and support that People Support officers have given to managers facing challenging situations with their staff and is dismayed that FC has decided to disband the unit in favour of an Employee Assistance Programme. Whilst this programme may provide the vital help needed by staff members it will certainly leave a large gap in support for our managers in handling staff appropriately when applying the staff handbook and procedures. This conference instructs BEC to confirm whether HR understands that there is now a gap in manager support and question/ push for information on how HR will plug this gap in the future.
