Good morning/afternoon, Thanks for agreeing to speak with me today briefly regarding the FEMA IPAWS program and CMAS.
As you may know, I work with Galain Solutions, Inc. as a contractor to the FEMA IPAWS program. They have enlisted our help in reaching out to a variety of public safety stakeholders to help people understand more about IPAWS and CMAS.
I hope you'll find our discussion helpful and informative. Your time is really appreciated.
First, of all, would you mind if I confirmed some contact information?

Thanks for that. So, I'm curious about your knowledge of the FEMA IPAWS program.... |

How familiar are you with the IPAWS program in general? |
| |
[IF FAMILIAR ONLY] What is your general feeling towards the program and its progress in achieving its mission? |
| |
[IF RESPONDENT IS UNFAMILIAR, YOU MAY DESCRIBE THE PROGRAM AS FOLLOWS:]
IPAWS stands for Integrated Public Alert and Warning system. It is a program managed by FEMA. It was originally designed to allow the President to alert the American people in a national crisis. However, today, it also has a mission of providing integrated services and capabilities to local, state, and federal authorities that enable them to alert and warn their respective communities via multiple communications methods.
This is the program that, along with the FCC, manages the Emergency Alert System (EAS). |

[AFTER REVIEW OF IPAWS PROGRAM] After hearing about the program, what are your general feelings about its goals and vision? |
| |
How familiar are you with the Commercial Mobile Alert System (CMAS)? |
| |
[IF A DESCRIPTION IS NEEDED]
CMAS is an acronym for the Commercial Mobile Alert System. CMAS allows local officials to select a targeted geographic area and send a text alert to mobile devices in the affected area.
These alerts are NOT only limited to people who have signed up to receive them. Because the system ties into wireless carriers like AT&T, Sprint, Verizon, T-Mobile, and others, alerts are delivered to anyone who happens to be physically located within the boundaries of the affected area and using one of these wireless services. |

[IF NEUTRAL OR INTERESTED]
May I send you some details on CMAS and how to participate? |
| |
[IF YES]
Great. I'd like to send you an email with a few additional resources. This email will contain three things:
-First, a link to an overview video produced by FEMA on IPAWS itself.
-Second, a one-page overview of CMAS that describes more about the system and what to do next if you're interested in pursuing.
-And third, a link to a no-cost online training course offered through Emergency Management Institute (EMI). Completing the course is required by FEMA to move forward, but even if you're not sure, you can take the training. It's a great course.
If after reviewing this information you have additional questions, I'll give you my contact information as an additional resource for the future.

Also, are you OK with us sending additional information in the future on IPAWS and CMAS as new developments occur? |
