The Electronic Commerce: Security & Privacy act states that 'No organisation is entitled to store or retain 3-digit CVV 2 (CVC 2) number at all times, found at the back of the card'.

i.e. 3-digit code (CVC 2) is shared to the customer representative while making a reservation (airline, hotel, etc.) on telephone, or entered online at merchants website for making payment.

Do you believe that the merchants are following the Electronic Commerce: Security & Privacy guidelines? Hence not storing the 3-digit code in their database.

PayPal being one of the major vendors accepting Credit Cards payments globally recently introduced 'Guest Account' services.

i.e. PayPal "Guest Account" can be used by registered & non-registered PayPal account holders allowing them to pay for the online transaction (non 3-D Secure), without signing up or login.

Do you think criminals can make use of stolen ID-theft information at PayPal website using Guest Accounts to make fraud transactions? Hence the payment methodology used by PayPal is at risk.

Large numbers of cases are registered every year for impersonation & ID-fraud against trusted Hotel employees for their respective customers.

i.e. Telephone reservations are widely used for Hotel reservations, Airline booking, Brands & Merchants making payment through Credit/Debit Card.
