The FHWA has envisioned a future Integrated Active Transportation System (IATS) wherein all elements of all modes of transport are connected to form a single integrated and managed system. In essence, IATS aims to synchronize many existing ITS technologies.
IATS will integrate the larger system state into the local decision processes of the individual vehicles. The key concept is that vehicles will be able to exchange information with the infrastructure and other vehicles in real-time. By responding to information that describes both the local situation and the global state, an IATS vehicle will both avoid collisions (local) and support the global system objectives (overall throughput, speed, etc.) given the current load on the system and the origin and destination of the individual vehicle.
