Background to survey


In mid 2011, FFSR Research Managers Viv Burnett and Bill Wales presented a proposal to the Directorate regarding the establishment of two new Senior Technical Officer positions, one based at Ellinbank and the other at Hamilton (in addition to the position based at Werribee). The business case for establishing these two additional positions was primarily based on
  1. providing an improved operating/reporting and career development structure for technical staff
  2. creating more time for scientists to undertake their science
  3. the potential to achieve cost-savings through a more effective use of resources, especially with respect to the use of casual staff.

Purpose of this survey


As with any business case, it is important to assess whether the anticipated benefits have been realised. This survey represents the first stage in the formal review and evaluation process. It seeks to establish some baseline information with respect to how staff feel about the current arrangements. It is also proposed to survey technical and science staff at two other key stages - six months following the appointment of the new positions, and at the end of the first 12 months.

This survey is targeted at technical and science staff based at Ellinbank, Hamilton, Werribee, Tatura and Horsham. Werribee, Tatura and Horsham will serve primarily as “control groups” since Werribee has had the Senior Technical Officer role in place for about 3 years now and the role is not currently in place at the other two sites. Tatura and Horsham also provide the added benefit of having staff from both platforms based there. These three sites will essentially provide the baseline information with respect to the spectrum of opinion for control group purposes.

How we will use your feedback


The initial feedback provided by this particular survey will be used to establish baseline indicators. Essentially we are seeking to establish a ‘before’ and ‘after’ picture that will allow us to measure the impact of establishing the new positions.

We are not seeking to identify any individuals through the feedback provided. The only distinction we need to draw is between the feedback provided by scientists and that provided by technical staff. This is because the potential benefits that attach to each of these groups are different and it is important for Divisional decision-making purposes to identify which, if any of the parties, achieve any benefits from these structural changes.
