Thank you for agreeing to take part in this important survey. Your thoughts and opinions are important for a dissertation research study that involves the improvement of the Facilities Operations Division (FOD) Shared Services Support Program (SSSP) at NOAA-Boulder.
Restated here, the NOAA mission is to understand and predict changes in climate, weather, oceans, and coasts, to share that knowledge and information with others, and to conserve and manage coastal and marine ecosystems and resources.
For the purposes of this survey, the SSSP is defined as seven specific FOD functions that support your division's ability to further the NOAA mission. The FOD SSSP functions are as follows: Health Unit, Pubs/Graphics, Shipping, Receiving, CAC/Badging, Mailroom and NOAA Retail Storeroom. It is estimated that this survey may take about 20 minutes. The data collected is for the purpose of studying a group as a whole. Therefore, your responses are confidential and will remain anonymous. |

Public value describes the contribution of an organization to society and may take into account the effective and/or efficient use of resources. With this definition in mind, please rate the following statement: the existence of a centralized site or campus SSSP provides greater public value and economy of scale than requiring each client organization to replicate such services for their use.
Social Capital is defined as the development of networks that can lead to productive benefits. Please rate the following statement as it relates to social captial: SSSP services providers endeavor to establish a relationship with recipients or customers.

I am aware of organizational changes and budgetary reductions regarding the SSSP over time and understand how these relate to service delivery; however, my confidence in program effectiveness is mitigated by my interaction (social capital) with service providers.
SSSP services are appropriately priced and are competitive with the market in general.
SSSP services are conveniently located.
SSSP services are available when needed.
SSSP services are sufficiently marketed or advertised though the site intranet, campus announcements, bulletins or emails.

| If you feel that SSSP services are not sufficiently marketed or advertised though the site intranet, campus announcements, bulletins or emails, please state how you learned of these services and/or what recommendations you might have to improve marketing. | | |
SSSP service providers endeavor to establish relationships with recipients/customers and that is important to me.
SSSP services provide greater public value to the mission by having services on site and near the customer as opposed to customers having to seek similar services elsewhere.
If shared services costs are believed not competitive with the marketplace, the difference is acceptable when considering the public value associated with convenience, on-site availability or location of services.

My perception of SSSP value is influenced by my general awareness of federal mandates that require streamlining service delivery and have implications for shared services on federal campuses.
Some form of self-service tools or innovation (online scheduling, browsing storeroom inventory, automate shipping processes, etc.) would help me do my job better as it relates to these services.
