Dear Block Watch Participant:

My name is Tanya Wood and I am graduate student working towards my Master’s Degree in Environmental Management with the University of London. My final thesis will be on earthquake preparedness in Victoria and Esquimalt neighbourhoods. With the permission of the Victoria Police Department, I am conducting my thesis research by sending out surveys to willing Block Watch participants. The focus of the survey is earthquake preparedness at both the household and neighbourhood levels. The survey will take you approximately 5 to 10 minutes to complete.

Your participation in the survey is completely voluntary and the responses collected will remain strictly confidential and will be used for the purpose of publishing my final thesis report.

To ensure your responses are included in my final report, I require your completed questionnaire by May 10th 2014.

It is often the citizens of a community who end up as first-responders immediately following a disaster event. This often occurs because municipal and provincial emergency responders are overwhelmed in the first few days.

A Neighbourhood Emergency plan allows citizens to respond quickly to an emergency due to advanced planning and organization. It involves creating capacity in your neighbourhood to meet the needs of citizens, in the likely event that the municipal, provincial, and federal response is delayed.
