About the SAT-to-College Fee-Waiver Service Approximately 2,500 colleges and universities participate in this program and agree to waive application fees for students who qualify for SAT fee waivers. These institutions are listed in the current SAT Fee-Waiver Directory of Colleges, a publication provided electronically to students and high school counselors for use during the college planning process. The SAT Fee Waiver program served approximately 375 thousand students in the 2013 graduating cohort representing 590 thousand SAT tests and $42 million in waived fees.
